At its penultimate meeting of the Broadway season, the Tony Administration Committee handed down a couple of eminently reasonable rulings, along with two mild surprises.The committee affirmed the eligibility of late entry “What the Constitution Means to Me” in the Best Play category, and of its writer and star, Heidi Schreck, for Best Performance by a Leading Actress in a Play. Tarell Alvin McCraney’s “Choir Boy” was deemed eligible in the new-play category; it had been presented off-Broadway in essentially the same production in 2013.
